Legacy skins are fairly rare skins that aren't normally available for purchase in the store. You can sometimes find them in bundles or on sale during events, but most* Legacy skins above 520 RP are available through Mystery Gifting and Hextech Crafting. These skins only appear in the champion's information tab if you own them.
*Neo PAX Sivir and Dark Star Cho'Gath don't actually fit into a neat category, so while they are both considered Legacy skins, they are currently unavailable through re-rolling.
